Minutes of the Ordinary Meeting of the Greater Geelong City Council held at the Council Conference and Reception Centre - City Hall on 26 March 2013, commencing at 7:00pm.

Opening

The Mayor declared the meeting open at 7:00pm.

The Mayor acknowledged that we are here today on the land of the Wathaurong People and we pay our respects to Aboriginal elders past and present.

Leave of Absence

Cr Harwood moved, Cr Ellis seconded -

That Leave of Absence be granted to Cr S Kontelj from 28 March to 8 April 2013, inclusive, and Cr Richards on 2 April 2013.

Carried.




Confirmation of Minutes

Cr Harwood moved, Cr Ellis seconded -

That the Minutes of the Ordinary Meeting held on 12 March 2013 be confirmed and signed.

Question Time

Question Time is an opportunity for questions to be addressed to Council and while the minutes record the general content, they do not purport to be a transcript of what was said by individuals. Likewise Councillor or Officer verbal responses are in summary form only. Views expressed may not be the views of Council.

Council's practice is to provide a separate document on its website setting out questions and responses including any more detailed written responses which may be provided subsequent to the meeting.


Greg McDonald asked the following questions in relation to The Geelong Central Transport Links Study investigating freight movements on key east west routes within and south of the Geelong Central Activity Area:

  1. What process has been implemented and contribution made by Council into this study?

  2. Where is that input process at, at the moment?

  3. When will that input be presented to Council?

  4. Has Council sort the input from retailers and stakeholders?

  5. Am I able to have a copy of the previous VicRoads report to Council on east west traffic?

Stephen Griffin, Chief Executive Officer, responded that due to the detail required a written response would be forwarded within 14 days.

Patrick O’Halloran asked the following question in relation to the proposed Intermodal Freight Facility being added to the Lara Structure Plan:

When is the earliest Council will consider a motion to initiate the amendment process?

Peter Bettess, General Manager, Economic Development, Planing and Tourism, responded that the proposed Intermodal Freight facility would be considered in the next review of the Lara Structure Plan.  If the Council was to resolve to do an earlier review, Council officers would act on the resolution.

Anthony Goerke asked the following in relation to Fenced Grassland Reserve - Avalon Airshow:

  1. Why was the grassland fenced?

  2. What purpose?

  3. Who paid for the fence work?

The Chief Executive Officer responded that the questions would be taken on notice and a response forwarded in writing.

Cr Ansett added his concerns in relation to the fencing, however did not believe it affected those people wishing to view the Airshow from the side of the road.

Petitions

Cr Ansett presented a petition containing 380 signatures from the Lara and Little River Rural Action Group requesting that the Lara Structure Plan be amended to remove the proposed Intermodal Freight Facility on farm land between Lara and Little River.
