Planning delegations were tabled at the Ordinary Meeting of Council on 23 March 2021 which was held virtually by Zoom and broadcast on the City's website.

Purpose

1. To provide a schedule of planning permit applications determined under development application since the last report.

Background

2. Section 98 of the Local Government Act 1989 and section 188 of the Planning and Environment Act 1987 empower Council to delegate its powers, duties and functions under relevant legislation to members of Council staff.

3. Sections 86 and 87 of the Local Government Act 1989 and section 188 of the Planning and Environment Act 1987 allow Council to establish special committees with delegated powers to determine planning permit applications..

4. At its meeting on 21 September 2020, Council:

   1. Amended the Council to staff instrument of delegation to allow staff delegates to determine planning permit applications where there are less than 6 objections lodged; and

   2. Amended the Planning Committee’s terms of reference to provide for its determination, if required, of planning permit applications where there are 6 or more objections lodged.

5. The City is required by Council to provide information on planning permit applications determined under delegation.

6. The Schedule attached to this report provides information on the planning permit applications determined under delegation since the last report.

7. That Council receive information in the Schedule entitled Planning Decisions Report – February 2021.
