Council Meeting to Adopt
Council meeting date: Tuesday, 23 June 2026
Implementation of the combined Pakington Street Urban Design Frameworks will include rezoning of land and application of overlay controls to areas along Pakington Street, Gordon Avenue and LaTrobe Terrace, Geelong West, as well as updates to local planning provisions.
The Amendment proposes to implement the Pakington St and Gordon Ave Urban Design Framework, May 2024 and the Pakington North Urban Design Framework, May 2024 (PSUDFs) by:
- Rezoning Commercial 2 Zone (C2Z) land to Commercial 1 Zone (C1Z) in the Pakington North Precinct and C1Z, Residential Growth Zone (RGZ), or Mixed Use Zone (MUZ) in the Gordon Avenue Precinct;
- Applying a new Design and Development Overlay to the Pakington North Precinct and to the Gordon Avenue Precinct to guide future built form and urban design;
- Applying the Environmental Audit Overlay to nominated properties;
- Making associated changes to local policy;
- Correcting anomalous zoning at 46-50 Villamanta Street, Geelong West, and 1/2 Waratah Street, Geelong West.
The amendment applies to all land within the
Pakington Street and Gordon Avenue Urban Design Framework study area in Geelong
West. This area consists of three precincts: the Pakington North, Gordon
Avenue, and Heritage Core Precincts.

Council Meeting - 28 May 2024
Council adopted the Pakington Street UDFs and resolved to prepare and exhibit Amendment C433ggee to implement the UDFs into the Greater Geelong Planning Scheme.

Council Meeting - 25 November 2025

Directions Hearing - 16 January 2026
Council considered a report on the
submissions to this Amendment on 25 November 2025 and resolved to refer them to an
Independent Panel.
Panel Hearing - 17-20 February 2026
An Independent Panel was appointed to review
submissions. The Panel has
provided its report to Council and a copy is provided below under “Panel
Hearing Documents”.
Council officers reviewed the Panel’s
recommendations and will prepare a report to be considered at Council's June meeting.
Council Meeting - June 2026
Council will consider an officer’s report at the 23 June 2026 meeting and will decide whether the amendment should be adopted.
