Cr Abley moved, Cr Granger seconded -
That the Minutes of the Ordinary Meeting held on 11 September 2012 be confirmed and signed.
Carried.
Cr Richards declared an Indirect Interest by Close Association in Agenda Item 10, Local Authorities Superannuation Fund – Defined Benefit Plan, in that he has a personal association with several Vision Super Directors.
Cr Mitchell declared a Conflict of Interest in Notice of Motion, Committee for Geelong Membership, in that he is a Mayoral candidate.
Question Time is an opportunity for questions to be addressed to Council and while the minutes record the general content, they do not purport to be a transcript of what was said by individuals. Likewise Councillor or Officer verbal responses are in summary form only. Views expressed may not be the views of Council.
Council's practice is to provide a separate document on its website setting out questions and responses including any more detailed written responses which may be provided subsequent to the meeting.
Questions were submitted from John Wilson, but he was not present at the meeting.
Geoffrey Kenyon asked questions in relation to the Armstrong Creek Development as follows:
Why is it that we are not notified of the development procedures when it appears the Council and developers know of it as common knowledge of what is happening, yet we have not been notified of anything, not even from the Lands Department, after several enquiries.
On the matter of my submission back on 29/2/2012 it was supposed to be out in approximately 10 days after that. Apparently the developers know, as they have land for sale on Torquay Road in November this year. Yet no notification has been made yet to us. We have not been notified since the submission of 29 February 2012.
Terry Demeo responded that Council has submitted a report to the Minister for Planning, who is the responsible authority, but to date a formal response has not been received. Stakeholders will be advised of outcomes when they become available.
Mary Wallace asked at the 26th June 2012 Council Meeting, as my first question I asked who, just a couple of hours prior to the meeting and after that day’s post, had put in our letter box a letter from Council signed by Gary Van Driel to which the CEO, Stephen Griffin responded straight after I had asked the question, “It was hand-delivered.” and I am asking, does General Manager of City Services, Gary Van Driel remember the CEO, Stephen Griffin saying, “It was hand-delivered.”?
The Mayor responded the question would be taken on notice.
Mrs Wallace asked if Gary Van Driel would respond to her question as he was present at the meeting.
Gary Van Driel responded that he did not recall the CEO saying, “it was hand delivered”.
Lindsay Candy asked if Council is aware that the property described in the Council Agenda is not Plover Court, Plover Court has only one weatherboard dwelling, 4 properties with frontages to Plover Court, no two storey dwellings in the Court and comments in the application do not refer to Plover Court?
Terry Demeo responded that he was unable to comment on specifics.
The Mayor indicated that the comments would be addressed during debate of the item.
John McKee asked if Council was aware of the number of anomalies in the Taits Road, Barwon Heads report.
The Mayor responded the concerns would be addressed during debate of the item.
Cr Richards added that Council is aware of the concerns raised and indicated the answers would become apparent during debate of the item.
Colin Wallace asked:
Would Councillors and readers of the Minutes of the 14th August 2012 Council Meeting note that Chairperson Mayor Mitchell said only the single word ‘Noted’ in response to my three questions during Public Question Time on 14th August 2012, that he said it after my third question was read out and that he said nothing else in response to those three questions?
The Mayor responded, ‘noted’.
Would the Mayor and Councillors note that neither my wife, Mary nor I has ever had a restraining order placed on us, nor has there ever been an application for one, since we understand we would have to know about it were there to be either a restraining order on us or application for one and we have no such knowledge?
The Mayor responded, ‘noted’.
Would the Mayor and Councillors note that, behind our backs, the false idea that there has been a restraining order on one or both of us has been conveyed from within Council and that we are aware of this, not just because of an accumulation of clues over time, but also from within Council it slipped out?
The Mayor responded, ‘noted’.
Bernd Hollander asked questions in relation to Agenda Item 4 – 15 Heal Street, Ceres and was advised by Cr Nelson that he was moving an alternate motion which would address some of the issues raised.
