Notices of Motion tabled at the Ordinary Meeting of Council on 23 April 2013 which was held at City Hall in Little Malop Street, Geelong.
As part of the 12/13 budget, Council allocated $4,200 to East Geelong Football Club – (Lighting Design) (C12817) and in the 12/13 budget Council allocated $16,508 to Parks & Playgrounds Improvements (C12853).
At present $2850 remains unspent from C12817 and $4,044 from C12853.
It is therefore appropriate that Council consider reallocating excess project funds to other projects.
It is proposed that a portion of the funds are re-allocated to the following project:
Kenworthy Reserve – reserve upgrades
This project involves the planting of Kikuyu grass and the installation of public art at Kenworthy reserve. These works will provide an improved piece of open space for the local community.
Reallocation of $2,850 from project C12817 and $4,044 from C12853 to this project will mean the community have improved recreation facilities.
Cr Heagney moved, Cr Richards seconded –

Following discussions with the all relevant parties and Councillor Nelson, a decision has been made to reallocate a portion of the $43,185 capital funding originally allocated to the Belmont Lions Netball Court project. This amount of $15,000 will be allocated to the Queens Park Master Plan in erecting new lights at Stinton Oval Queens Park, Highton.
The lights are to replace old lights on existing light towers that no longer meet the regulations regarding suitable lighting for Council sports ovals. This allocation of funding will be repaid to the Kardinia Ward community priority funding allocation in the 13/14 budget.
The original intent of the capital funding to the Belmont Lions remains in co-funding with the Federal Government ($130,000) and the Geelong & District Football League ($40,000) of the building of netball courts at Winter Reserve, Belmont. This project is still in the design phase and will be completed in the 13/14 financial year.
This funding represents an opportunity to assist in an important part of the Queens Park Master Plan.

As part of the 2012/13 budget, Council allocated $151,000 for construction of Vines Road Public Amenities (C13208).
Due to market pressure Council received extremely competitive prices at quotation, the project has been awarded and construction has commenced.
It is therefore appropriate that Council consider reallocating excess project funds to other projects.
It is proposed that the excess funds are re-allocated to the following two projects:
C13835 – Pettit Park Reserve Improvements – Stage #1
Reallocation of $10,000 will enable the installation of a public BBQ this financial year, currently unscheduled due to budget shortfall.
C12831 – Alex Rizun Pavilion Change Room Renovation
Reallocation of $50,000 will enable the successful completion of the project, following the discovery of localised poor soil conditions, additional asbestos and extensive termite damage.
Reallocation of $60,000 from project C13208 to the above mentioned projects will enable improved outcomes for the community.
