Notices of Motion tabled at the Ordinary Meeting of Council on 28 January 2014 which was held at City Hall in Little Malop Street, Geelong.
An application has been received under the Councillor Community Grants Program that falls outside the established grant guidelines.
The applicant is the North Geelong Soccer Club who has applied for $8,800 to support the pre-season soccer cup to be held during February & March 2014.
The application falls outside the grant guidelines that state that projects/activities that have previously received funding from this program will not be funded – (consideration to fund an activity more than once may be given if a significant rationale/benefit is provided – however funds are generally provided on a once only basis).
The guidelines also state that prizes and awards are not eligible. Part of the funds would be used to fund presentations and awards such as certificates and trophies.
Where Councillors wish to support and fund such applications from the Councillor Community Grants Program funding allocation, the applications are brought to Council for consideration.
Cr E Kontelj moved, Cr Ansett seconded -
That Council support a Councillor Community Grant Ward allocation to the North Geelong Soccer Club for the 2014 pre-season soccer cup up to the value of $8,000.
Carried.
This request is to support Kidsafe Victoria to implement "Hot Car" signs in Council car parks, shopping strip car parks, and to advocate shopping centres to do the same. The estimated cost of this signage is $12,500.
During the recent extreme heat wave, children were still being left in cars. Considering that further hot weather is expected, we need to send a clear message.
During summer, cars can heat up very quickly, resulting in dangerous temperatures for vulnerable people and pets. By implementing signage in car parking areas and shopping centres, there will be a constant reminder of the associated dangers, which will reinforce the fact that there is no excuse.
Cr Fisher moved, Cr Heagney seconded -
That Council:
work with Kidsafe Victoria to establish clear and appropriate signage
implement the signage within Council parking areas and strip shopping centres;
write to major shopping centres and advocate their use; and
refer this project to the 2014/15 Budget process for consideration.
Carried.
Council has recently been challenged by a business proprietor whose premises do not comply with building regulations as far as disability access is concerned. The proprietor is prevented from altering the building due to its heritage listing. To remedy the situation, the proprietor is required to bring an application to the Building Appeals Board seeking dispensation at significant cost.
Cr S Kontelj moved, Cr Macdonald seconded -
That Council writes to the Minister for Planning requesting an amendment to the Building Act to authorise Councils, rather than the Building Appeals Board, to be the final arbiter for granting modifications to the building regulations relating to access for persons with disabilities in respect to heritage buildings.
Carried.
