Question Time is an opportunity for questions to be addressed to Council and while the minutes record the general content, they do not purport to be a transcript of what was said by individuals. Likewise Councillor or Officer verbal responses are in summary form only. Views expressed may not be the views of Council.
Council's practice is to provide a separate document on its website setting out questions and responses including any more detailed written responses which may be provided subsequent to the meeting.
Questions asked by Mr and Mrs Wallace were deemed repetitive, frivolous and disallowed, and therefore a response was not required.
Clive West asked if there was a Conflict of Interest by Councillors in relation to the Simonds Stadium report?
The Mayor responded all Councillors are required to declare any Conflicts of Interest at the commencement of the meeting.
Doug Carson asked a question in relation to the Sport and Recreation Infrastructure report:
On the first page of the report, commitment by Council is reliant upon forward funding into 2015/16 – yet in the Attachment 1 it is noted that the funding figure in question is listed being 2017/18?
Cr Macdonald added Councillors will debate the matter later in the evening and agreed the observation was correct.
Judith Brooks asked the following:
Why is Council failing on its responsibility to maintain safe footpaths in Barwon Heads?
Is Council willing to reset their priorities in the budget allocations to put the safety of its residents and ratepayers at the top of their list?
When will Council take seriously our concerns about the dangerous corner at Geelong Road East and Carr Street?
Is the Council aware that McHarry’s buses now use this corner regularly, travelling both ways and the corner is even more dangerous?
Without going into large expensive ‘treatments’ to this corner why cant it be widened to accommodate these buses turning as well as increasing local traffic?
Cr Richards thanked Judith for her advocacy on behalf of the Barwon Heads citizens on this and other issues. It is an important issue and I did lobby the Council this year – most, if not all, were unsuccessful. Council’s budget does not allow us to get everything we want. I know that you have been in contact with council officers who are aware of the problems in making the footpaths safe. Council will be in a position to fix the issue in the next couple of years enabling the residents of Barwon Heads to walk in safety.
William Tieppo added Council officers are in process of developing an Asset Management Plan for footpaths and would form part of the budget considerations for next year.
Mayor added in relation to question two – it is being considered right now with work being done by William Tieppo as the new General Manager City Services.
Bonita Williams asked why is there still no action for the repairing of footpaths in high activity areas of Barwon Heads, specifically the areas between the Doctor’s Surgery and Chemist and also the IGA Supermarket?
Cr Richards responded Judith Brooks has made Councillors and William Tieppo General Manager City Services aware of these issues. Council has many issues and is doing its best in this regard. William Tieppo, as the new General Manager, has certainly got your issues at the forefront and has his officers in Barwon Heads to help resolve the problem.
