Notice of Motion tabled at the Ordinary Meeting of Council on 23 March 2021 which was held at the Council Conference and Reception Centre in City Hall, 57 Little Malop Street, Geelong.
Residents of The Heights Estate, Fyansford, have raised ongoing concerns regarding the management of traffic noise levels emanating from the Geelong Ring Road. Residents have clearly raised that the liveability and amenity for them is being impacted and compromised by excessive traffic noise.
In December 2020, Council received a petition signed by approximately 220 residents calling for the existing noise wall on the Geelong Ring Road above the Heights Estate to be extended.
In 2018, developers were assessed as having complied with conditions relating to noise level controls included in their Planning Permit by VicRoads (now Regional Roads Victoria (RRV)). It is unclear if further assessments of noise have been undertaken either by the developer of RRV.
The City wrote to RRV on 14 January 2020 seeking RRV to take steps to put traffic noise mitigation measures in place to improve amenity and liveability for the affected residents.
Traffic noise levels impacting The Heights Estate should be reassessed, and if they are beyond the acceptable levels, noise mitigation measures should be put in place by RRV.
Councillor Kontelj moved, Councillor Grzybek seconded -
That Council write to the Minister for Transport and Minister for Roads and Road Safety seeking:
Confirmation that an assessment of traffic noise levels for The Heights Estate was undertaken in accordance with the Planning Permit conditions;
A current assessment of traffic noise levels for The Heights Estate to determine ongoing noise impacts on residents; and
Mitigation measures be put in place to reduce the traffic noise impacts for residents of The Heights Estate.
