Councillor Aitken moved, Councillor Grzybek seconded -
That Council:
Approve $21.84M funding for the Northern Aquatic and Community Hub (NACH) to satisfy the Building Better Regions Fund (BBRF) eligibility criterion of committed funds for the total cost of the project and enable the commencement of procurement for the project;
Undertake a seven-day community engagement on the inclusion of this funding in the City’s 2021-22 to 2024-25 budget, the feedback from which is to be considered prior to Council’s consideration for adoption of the 2021-22 to 2024-25 budget;
Note that the project build is planned to be completed in the 2023-24 year, whilst funding will cover a four-year period through to 2024-25;
Note that funding will be sourced from any of, or a combination of, cash reserves, borrowings, prioritisation and re-phasing of projects in the draft 2021-22 to 2024-25 budget or possible additional funding from the Victorian and/or Australian Governments;
Request the Chief Executive Officer provide formal advice to the BBRF that Council has approved this funding for inclusion in the 2021-22 to 2024-25 budget;
Note that should the BBRF application be successful, Council’s commitment would reduce to $11.84M;
Note that the $21.84M is contingent on approval of the allocation to NACH to Local Roads and Community Infrastructure Fund (LRCIF) phase two with a two year extension and acknowledge and thank the Australian Government for their allocation to the City under this fund;
Acknowledge and thank the Victorian Government for the recent allocation of $8.5M in the 2021-22 Victorian Government Budget for the NACH; and
Continue to seek further sources of funding from the Victorian and Australian Governments to reduce Council’s further commitment of $21.84M to the project.
Carried.
