on 11 May 2023.

to the Minister for Planning for approval on the date listed above.

An Independent Panel was appointed to review
submissions. It conducted a Panel Hearing on the 3 November 2022. The Panel has provided its report to Council
and a copy is provided below under “Panel Hearing Documents”.

Council (under delegation) considered a report on the
submissions to this Amendment on 13 September 2022 and resolved to refer them to an
Independent Panel. A copy of the Council Delegate’s Report is provided below under

Council has prepared Amendment C441ggee to the planning scheme.
The amendment proposes to rezone the land from
a Farming Zone (FZ) to a General Residential Zone (GRZ1) in accordance with the
Leopold Structure Plan at Clause 21.14-9 of the Greater Geelong Planning
Scheme. The land being rezoned is proposed to
be applied with a Design and Development Overlay. An Environmental Audit Overlay is also
proposed to be applied to 692-700 Portarlington Road, Leopold.
The decision to prepare
and exhibit the Amendment was made by a delegated Council officer. A report on the proposal and the Council
