Amendment C427 - Goandra Estate Fencing Controls

The amendment corrects inconsistent planning provisions for fences at the Goandra Estate (Yellow Gums Estate), Ocean Grove.

This amendment has been approved and was gazetted on 14 November 2023.

The Amendment was adopted by Council on 26 April 2023 and sent to the Minister for Planning for approval on the date listed above.

The amendment exhibition closed on 17 October 2022.  Council officers have resolved the submissions and prepared a council report for the 26 April 2023 meeting.

Council prepared Amendment C427ggee to the planning scheme.  The amendment makes the following changes to the planning scheme:

  • Amends Schedule 8 to the Special Use Zone to remove the reference to the requirement for a planning permit for a fence other than a post and wire fence;
  • Applies a new Design and Development Overlay with clearer planning permit requirements for fences;
  • Amends Clause 52.02 Easements, Restrictions and Reserves to allow variation to fence restrictions; and
  • Includes the Goandra Estate Fence Design Guidelines February 2022 as a background document.

The decision to prepare and exhibit the Amendment was made by Council at it’s meeting on 26 April 2022. The minutes from the meeting can be viewed under "Supporting Documents". 


Submissions

All submissions will be considered by the City of Greater Geelong, Councillors or Independent Panel as required.
