The amendment implements the Highton Village Urban Design Framework in the Planning Scheme by rezoning two Council car parks, the road reserves of Belle Vue Avenue, part of Taylor Court and the laneway east of Belle Vue Avenue, to Commercial 1 Zone, applying a new Design and Development Overlay (DDO52) for the Highton Village Shopping Centre, and inserting a new Clause for social and affordable housing.
The Minister for Planning’s delegate approved the amendment including a reversion to the exhibited DDO52 preferred maximum building heights of 9-15 metres (2-4 storeys) across the Highton Village.
The
amendment proposes to implement the Highton Village Urban Design Framework January 2024 (Highton UDF) into the Greater Geelong Planning
Scheme.
The amendment does this by:
- Rezoning land at 19 Belle Vue Avenue,1A Taylor Court, the
road reserves of Belle Vue Avenue, part of Taylor Court and the laneway
east of Belle Vue Avenue, Highton from General Residential Zone 4 (GRZ4)
to Commercial 1 Zone (C1Z);
- Introducing a new
planning policy for social and affordable housing; and
- Applying a new Design and Development Overlay
Schedule 52 (DDO52) to the commercially zoned extent of the Centre.
The decision to prepare and exhibit the Amendment was made by Council at it’s Meeting 25 October 2022.
