The Creamery Road Precinct Structure Plan (PSP) is the first PSP to be prepared for the Northern and Western Geelong Growth Areas. The amendment will be considered by the Northern and Western Geelong Growth Areas Standing Advisory Committee, appointed by the Minister for Planning.
The
Creamery Road Precinct Structure Plan (PSP) is the first PSP to be prepared for the Northern and Western
Geelong Growth Areas. The amendment seeks to incorporate the Creamery Road Precinct Structure Plan into the Greater Geelong Planning Scheme and make associated changes to the Planning Scheme. It includes measures to ensure that urban development within the Northern and
Western Geelong Growth Areas (NWGGA) is undertaken in a manner that is
consistent with the strategic assessment under the Environment Protection
and Biodiversity Conservation Act 1999 (Cth) (EPBC Act).
The proposed amendment affects land bounded by the Geelong-Ballarat railway to the north, the Geelong Ring Road to the east, the Midland Highway to the south, and Geelong-Ballan Road to the west.
At its meeting on 27th August 2024, Council resolved to adopt the Creamery Road Precinct Structure Plan (PSP) and associated documents. In January 2025, the Minister for Planning engaged the Standing Advisory Committee to conduct an initial review of the draft amendment. Following further work, notice of the draft amendment was given between 18 December 2025 to 9 February 2026.

Standing Advisory Committee - Initial Review
The Minister for Planning referred the draft amendment to the Northern and Western Geelong Growth Areas Standing Advisory Committee to conduct an initial review of the draft amendment to advise on whether the draft amendment facilitates balanced outcomes. This was undertaken in April-May 2025 and Committee issued its report to Council. A copy is provided below under "Panel Hearing Documents".

Minister Grants Consent to Exhibit - 8 December 2025
The City completed a suite of further work and updated the amendment documentation to address the Committee's recommendations. The updated documents were submitted to the Minister for Planning, who gave consent to give notice of draft Amendment C450ggee.

Standing Advisory Committee - Full Review - 27 April to 15 May 2026
The Hearing will be held primarily in Hearing Room 1 at Planning Panels Victoria (Ground Floor, 1 Spring Street, Melbourne), with some days in Geelong at the Wurriki Nyal, 137-149 Mercer Street, Geelong.
